Andy Burnham says Gianni Infantino is not ‘the right man’ to lead Fifa after World Cup sell-off plan

Andy Burnham has delivered a blunt assessment of Gianni Infantino’s fitness to lead FIFA, branding the world football body’s abandoned plan to sell World Cup commercial rights a “shabby, back room, opaque deal” that betrayed the game’s stakeholders.

The Prime Minister’s intervention follows FIFA’s abrupt withdrawal of the proposal after confederations, including UEFA, threatened to boycott FIFA competitions. Burnham, speaking during a visit to Dover, made clear his view that Infantino is “not the right man to lead football forward on the world stage,” adding that the plan was “offensive to many people, football people, around the world.”

How the plan unravelled

FIFA’s attempt to sell minority stakes in a World Cup company to private investors collapsed under sustained pressure from football’s governing bodies. Three confederations rejected the plan outright, while UEFA went further by pledging to boycott FIFA events until the proposal was scrapped. The European body described the initiative as a “shabby, back room, opaque deal,” arguing that it had been devised “on fast-track timescales” by “faceless individuals” and offered “dubious benefit to the game.”

FIFA confirmed the withdrawal after acknowledging the plan had “created divisions” among stakeholders. The retreat followed high-level resignations inside FIFA, including senior adviser Carlos Cordeiro and chief operating officer Kevin Lamour, who reportedly characterised the initiative as “a project of one person.”

What happens next

UEFA has vowed to work with its member associations and other confederations to conduct a “thorough and fundamental” review of how the situation arose. The governing body stressed that “no option… off the table,” signalling potential reforms to prevent similar proposals from advancing without broader consensus. A spokesperson said the review would aim to ensure “it cannot occur again,” framing the episode as a breach of trust in FIFA’s leadership.

Burnham’s comments add political weight to the backlash, framing the episode as a reputational crisis for FIFA rather than a technical misstep. His assertion that Infantino is “not the right man to lead FIFA forward” directly challenges the legitimacy of a president who has overseen three consecutive World Cup cycles and is widely expected to seek re-election next year.

The tactical failure behind the retreat

The proposal’s undoing lay in its disregard for FIFA’s own governance norms. By bypassing confederations and pursuing a private sale without transparent consultation, FIFA’s leadership underestimated the depth of opposition across football’s hierarchy. The resignations of Cordeiro and Lamour suggest internal dissent extended beyond symbolic protests, while UEFA’s boycott threat demonstrated that football’s established power structures would not tolerate unilateral commercial manoeuvres.

Infantino’s office has not responded to requests for comment on Burnham’s remarks or the resignations. The episode leaves FIFA facing two immediate challenges: restoring confidence among its members and addressing the perception that commercial ambitions have outpaced the organisation’s duty to preserve football’s integrity.

For Burnham, the intervention marks a rare moment of direct political engagement with football governance, a sphere typically shielded from Westminster scrutiny. His verdict—delivered without diplomatic qualification—signals that FIFA’s credibility gap has now breached the corridors of power, raising the stakes for any future proposals that prioritise investors over the game’s stakeholders.

The episode ends with FIFA’s leadership weakened, UEFA emboldened, and football’s power brokers demanding accountability. Whether that translates into structural change or merely a return to business as usual remains the next unanswered question.
