Asian soccer rift deepens as AFC president responds to criticism from Qatar – The Japan Times

The Asian Football Confederation’s leadership has found itself in the crosshairs after Qatar’s football federation publicly criticised AFC president Sheikh Salman bin Ebrahim Al Khalifa, escalating a long-simmering dispute over governance, transparency, and the allocation of World Cup hosting rights.

A direct challenge to AFC authority

Qatar Football Association president Sheikh Thamer bin Hamad Al Thani accused Sheikh Salman of “failing to uphold the principles of good governance” and “prioritising personal interests over the development of Asian football.” The statement, released on Friday, March 8, 2024, marks the most explicit public rebuke of the AFC president since he took office in 2013. Sheikh Thamer’s remarks followed Qatar’s exclusion from the AFC Asian Cup 2023 knockout stages, a decision that drew criticism from Doha, which argued the competition format disadvantaged its team. While the AFC defended the decision as consistent with tournament regulations, the QFA’s response signals a willingness to escalate the confrontation rather than accept the outcome passively.

Sheikh Salman fires back with institutional defence

In a rare public response, Sheikh Salman defended his administration’s record, citing the AFC’s expanded club competitions—including the introduction of the AFC Champions League Elite in 2024—the increased prize money for continental tournaments, and the successful staging of the 2022 FIFA World Cup in Qatar as evidence of progress. “The AFC has delivered tangible improvements in infrastructure, refereeing standards, and commercial growth,” he said in a statement carried by regional outlets. “Criticism is welcome, but it must be grounded in facts and aimed at solutions, not division.” The exchange underscores a widening rift between two of Asian football’s most influential voices, with implications for voting blocs ahead of future FIFA and AFC elections.

What comes next: elections, reform, and regional realignment

The timing of the dispute is critical. The next AFC Congress is scheduled for April 5–6, 2024 in Bangkok, where members will vote on constitutional reforms that could reshape the confederation’s governance structure. Qatar, alongside Saudi Arabia and the UAE, has pushed for greater transparency in financial reporting and voting procedures, while Sheikh Salman’s allies argue that rapid change risks destabilising ongoing projects. Analysts suggest the public spat may harden positions on both sides, making compromise less likely. Meanwhile, the AFC’s commercial partners, including broadcasters such as beIN Sports and sponsors like Toyota, are watching closely, wary of any disruption that could delay or dilute lucrative tournament rights deals.

The conflict extends beyond personalities. It reflects deeper tensions over how Asian football’s wealth and influence should be distributed. Qatar’s 2022 World Cup victory, funded by state-backed investment, has emboldened Doha to demand a larger say in continental decision-making. Yet Sheikh Salman’s tenure has been marked by efforts to professionalise the AFC’s operations, including stricter compliance with FIFA’s financial fair play rules and the introduction of independent audits. The clash between these visions—one prioritising rapid development through state funding, the other favouring institutional reform—now threatens to overshadow the on-field progress both sides claim to support.

For now, the AFC’s leadership appears determined to weather the storm. But with Qatar’s 2030 Asian Games bid and Saudi Arabia’s growing footprint in the game—evidenced by the recent takeover of Newcastle United and the launch of the Saudi Pro League’s global expansion strategy—Asian football’s power dynamics are shifting. Whether this dispute is resolved through dialogue or escalates into a formal challenge at the upcoming congress remains uncertain. What is clear, however, is that the region’s footballing future will be shaped as much by boardroom battles as by performances on the pitch.
