Derry and CSKA Sofia fined for Brandywell crowd trouble – RTE.ie

Derry City and CSKA Sofia have been handed undisclosed fines by European football’s governing body after crowd trouble marred their meeting at the Brandywell Stadium on 1 August. The UEFA Control, Ethics and Disciplinary Body confirmed financial penalties for both clubs following incidents during the second leg of their Europa Conference League qualifier, which finished 2-2 after Derry twice came from behind. The draw took the tie to extra time before Sofia progressed on penalties. While the exact amounts remain undisclosed, the decision underscores the reputational and financial risks of disorderly conduct in European competition.

What happened in Derry

The contest was overshadowed by flare activity and crowd disturbances inside the Brandywell, with video evidence reviewed by UEFA showing pyrotechnics being used inside the ground and objects being thrown onto the pitch. The incidents prompted a 12-minute delay in play and forced stewards to intervene near the dugouts, particularly after a flare landed close to the CSKA bench. UEFA’s disciplinary panel concluded that Derry failed to prevent the disorder, a breach of Article 16 of the UEFA Disciplinary Regulations, which requires host clubs to ensure order during matches. The ruling specifically cited inadequate crowd segregation measures and insufficient police presence in the sections where the flare activity originated.

Derry’s management had already expressed frustration with the chaotic scenes, with club officials privately criticising the lack of adequate policing around the stadium perimeter. The fines now add to the club’s administrative burden, coming at a time when Derry are pushing for improved infrastructure ahead of future European fixtures. The financial penalty, though unspecified, will be deducted from potential prize money if the club progresses further in domestic competitions this season, including the FAI Cup or League of Ireland Premier Division.

CSKA Sofia’s role in the chaos

CSKA Sofia were also sanctioned, though the details of their infractions differ. UEFA’s ruling indicates that visiting supporters contributed to the disorder, with reports of flare use and bottle-throwing from the away section in the 78th minute, moments after Sofia took a 3-2 lead. The club’s failure to control its travelling fans led to a separate charge under Article 14 of the regulations, which holds away clubs responsible for the conduct of their supporters. The incidents occurred despite CSKA Sofia being allocated a restricted section of the Brandywell, a measure agreed with local authorities to limit risk. UEFA’s disciplinary report noted that at least three flares were thrown from the away end, with one landing near the corner flag and another striking a steward’s shield.

The Bulgarian club has a history of fan-related issues, including previous UEFA sanctions for racist behaviour and pitch invasions. While this case centres on pyrotechnics rather than discriminatory chanting, the pattern raises questions about CSKA’s ability to manage its travelling support effectively. The fine serves as a reminder that away clubs cannot outsource responsibility for crowd control to host nations or stadium operators, particularly when their own supporters breach designated areas.

What comes next for both clubs

Both clubs have 30 days to appeal the decision, a process that could delay or reduce the penalties. Derry City’s appeal would likely focus on the adequacy of stewarding and police presence, citing the fact that the flare activity originated from individuals not affiliated with the club’s organised fan groups. CSKA Sofia may argue that the flare use originated from individuals outside their organised fan groups and that their designated section was breached by unauthorised supporters. UEFA’s track record suggests most appeals are rejected unless new evidence emerges, but even a partial reduction would provide temporary relief.

For Derry, the immediate concern is avoiding further sanctions in upcoming domestic fixtures. The club’s next European tie, if they progress in the FAI Cup, could face heightened scrutiny from UEFA’s match observers, particularly given the Brandywell’s status as a high-risk venue in past reports. CSKA Sofia, meanwhile, must address its away-fan management before their next continental assignment, with UEFA likely to impose stricter conditions on ticket allocations and fan travel for future matches. The fines, though modest in the context of UEFA’s revenue streams, carry symbolic weight—highlighting that European football’s disciplinary system treats disorder as a shared failure, not an isolated incident.

The Brandywell episode is a cautionary tale for clubs with ambitions in European competition. Orderly conduct is no longer a local issue but a continental obligation, and the cost of failure extends beyond the balance sheet. Both Derry and CSKA now face the task of proving that their next European outing will be free of the chaos that defined their last, with UEFA’s disciplinary body monitoring their progress closely.
