Has the World Cup been boycotted before?

Uefa’s decision to threaten a boycott of all Fifa competitions over the governing body’s plan to sell stakes in the World Cup marks a rare moment of direct confrontation in football’s governance. The move, backed by Concacaf, follows a vote by European football’s leaders to reject proposals put forward by Fifa president Gianni Infantino. While the threat is unprecedented in scale for a continental body, history shows that boycotts—whether by nations or confederations—have been used before to challenge perceived injustices in the tournament’s structure or broader geopolitical issues.

When nations and confederations have walked away

The most striking early example came in 1934, when Uruguay, the inaugural World Cup winners, refused to defend their title in Italy. The South Americans protested the lack of European participation in their own 1930 triumph, where only four teams from the continent made the journey to Montevideo. Four years later, Argentina followed suit, declining to travel to France after expecting to host the tournament themselves.

In 1958, a different kind of protest unfolded in qualifying. Turkey, Indonesia, Egypt, and Sudan all refused to face Israel in Asian qualifying, citing political tensions. Wales ultimately advanced after beating Israel in a one-off playoff, a rare case where geopolitical refusal reshaped a qualification path.

The most organised continental boycott came in 1964, when Caf’s 53 member associations—then numbering 15 full national teams—withdrew from World Cup qualifying. The Confederation of African Football objected to the allocation of just one spot for Africa, Asia, and Oceania, while 10 European nations were guaranteed places in the 1966 tournament. The protest forced Fifa to increase Africa’s representation to one guaranteed berth from 1970 onward.

Political stand-offs and symbolic exits

Boycotts have not always been about representation. In 1974, the Soviet Union refused to play the second leg of a qualifying playoff against Chile in Santiago. The match was played anyway, with Chile scoring two goals in the first minute before the game was abandoned, resulting in a 2-0 forfeit win. The decision followed the 1973 Chilean coup d’état, which brought Augusto Pinochet to power.

More recently, Iran’s participation in the 2022 World Cup faced scrutiny after US and Israeli airstrikes on Iran in February of that year. While the team ultimately competed, calls for a boycott grew, particularly from critics of US immigration policies under Donald Trump. The episode highlighted how broader geopolitical tensions can spill into football’s biggest stage.

What Uefa’s threat changes

Uefa’s move is the first time a confederation of this stature has threatened to boycott World Cups over commercial proposals rather than political disputes. The plan to sell stakes in the tournament—seen by critics as a privatisation of football’s showpiece—has drawn sharp rebukes from European football’s leadership. Concacaf’s alignment with Uefa signals that the resistance is not confined to one region, but backed by a coalition of influential federations.

The threat to boycott all Fifa competitions, including the Women’s World Cup and Club World Cup, raises the stakes. Unlike past boycotts, which were reactive, this is a preemptive strike against a structural change in how the World Cup is funded and controlled. The question now is whether Fifa will backtrack or whether Uefa and its allies will follow through with action.

If history is any guide, Fifa has often relented under pressure. The Caf boycott in 1964 led to immediate concessions, while political boycotts have sometimes forced compromises. But this dispute is different: it pits football’s governing bodies against each other, not nations against Fifa. The outcome could redefine the balance of power in world football.

What comes next depends on whether Fifa’s leadership, led by Infantino, sees the threat as credible or negotiable. Uefa’s stance has already shifted the conversation from whether a boycott is possible to how far each side is willing to go. The next few weeks will determine whether this becomes a defining moment—or another unfulfilled ultimatum in football’s governance wars.
