Infantino’s opponents developing new framework for running world football – The Guardian

Gianni Infantino’s grip on world football faces its most serious challenge yet. A coalition of his critics within Fifa’s member associations is quietly assembling an alternative framework to restructure the game’s governing body, according to reports in The Guardian. The move signals the deepest fissure in football’s leadership since Infantino took office in 2016, raising immediate questions about the future of Fifa’s governance, funding priorities, and the balance of power between Europe and the global south.

Why this alliance matters now

The pushback comes at a moment when Infantino’s authority has rarely looked more secure. His re-election in 2023 was uncontested, and his control over Fifa’s finances—bolstered by record revenues from the 2022 World Cup—has insulated him from internal dissent. Yet beneath the surface, dissatisfaction has festered over his handling of key issues: the expansion of the World Cup to 48 teams, the opaque distribution of development funds, and the perceived marginalisation of smaller federations in decision-making.

According to sources cited by The Guardian, the new framework is being drafted by a bloc of national associations from Africa, Asia, and Latin America. Their stated goal is to reclaim influence over Fifa’s agenda, particularly in areas like prize money distribution, governance transparency, and the allocation of hosting rights. The timing is no accident: with the next World Cup cycle—2030 and 2034—already locked in, the coalition is positioning itself to shape the financial and political landscape for the next decade.

What the framework could change

While details remain scarce, the emerging plan reportedly includes three core pillars. First, a cap on executive salaries at Fifa, aimed at redirecting funds toward grassroots development. Second, a rotation system for World Cup hosting rights that guarantees more frequent opportunities for confederations outside Europe and South America. Third, the creation of an independent auditing body to oversee Fifa’s spending, particularly on projects tied to the expanded tournament format.

The proposals strike at the heart of Infantino’s legacy. His tenure has been defined by aggressive commercial expansion—the 48-team World Cup is projected to generate an additional $4bn in revenue—but critics argue the benefits have not trickled down. Smaller federations have seen limited increases in development grants, while the bulk of new income has been ploughed into Fifa’s reserves or earmarked for infrastructure projects in wealthy host nations. The coalition’s framework would force a reallocation of those resources, prioritising long-term investment over short-term spectacle.

The political chess game ahead

Infantino’s response to the challenge will test his political acumen. He has historically relied on a coalition of European and North American associations to neutralise opposition, leveraging their financial clout and institutional loyalty. But the current alliance cuts across traditional blocs, uniting federations that have long been sidelined in Fifa’s power structure. Africa’s Caf and Asia’s AFC, for instance, have historically been divided over World Cup rotation, but their shared frustration with prize money disparities could force a realignment.

The next battleground will be Fifa’s congress in December, where constitutional changes require a two-thirds majority. The coalition’s ability to secure those votes hinges on two factors: first, whether they can convince European associations—particularly those from smaller nations—to break ranks with Infantino; second, whether they can mobilise public pressure through their member clubs and leagues. The latter tactic proved effective in 2015, when widespread outrage over corruption scandals forced then-president Sepp Blatter’s resignation.

For now, the framework remains a work in progress. But its very existence underscores a growing realisation among Fifa’s critics: Infantino’s model of top-down expansion is unsustainable without broader buy-in. The question is whether the coalition can translate frustration into action—or whether Fifa’s bureaucratic inertia will prevail.

The stakes extend beyond governance. If the framework gains traction, it could redefine the balance of power in world football for generations. If it fails, Infantino will emerge even stronger, his vision of a globalised, commercially driven game unchallenged. Either way, the coming months will determine whether Fifa’s members are willing to risk the stability of the institution to reclaim their voice.
