Uefa to push to remove Infantino after dropping boycott

Uefa’s decision to drop its boycott threat against Fifa tournaments on Wednesday was never about easing pressure on Gianni Infantino—it was about clearing the path to remove him. The governing body’s executive committee will formalise the end of the boycott at Thursday’s meeting in Monaco, satisfying its demand that Fifa abandon the Forward Enterprise plan and guarantee no future privatisation of governance or competitions. But behind the procedural relief lies a sharper objective: Uefa is now positioning itself to force Infantino from office when he stands for re-election in March, even if the vote falls short of a formal no-confidence motion.

Why Uefa’s boycott retreat is tactical, not conciliatory

The boycott was suspended only after Fifa met Uefa’s core condition—the permanent shelving of the Fifa Forward Enterprise initiative and binding assurances against privatisation. Six European teams—England, France, Italy, Portugal, Spain and hosts Poland—will now compete in next week’s Under-20 Women’s World Cup in Poland, a tournament Fifa had framed as a test of unity. A spokesperson reiterated Fifa’s commitment to “developing the game in full dialogue with the confederations,” but the concession was tactical, not transformative. Uefa’s leadership has made clear it views Infantino’s presidency as irredeemably compromised and will pursue his removal through a unity candidate at the March election.

The mechanics of that removal are already in motion. Uefa will present its 55 European member associations—and Europe’s representatives on the Fifa Council—with a letter confirming the FFE’s permanent withdrawal. That document will be the basis for Thursday’s executive committee endorsement, but the real work begins now: identifying a credible challenger. Concacaf president Victor Montagliani is considered the leading option, though no formal nomination has been submitted. The deadline for candidates is 18 November, leaving little time for consensus-building among the 211 Fifa member associations. Even if Infantino secures re-election, Uefa believes a close vote would fatally weaken his legitimacy, rendering his presidency unsustainable.

What comes next: a unity candidate and a fragile coalition

Uefa has abandoned the idea of a no-confidence vote, which would require 159 of 211 votes—an impossibly high threshold. Instead, it will rally support behind a single challenger, aiming to peel away enough African, Asian and South American associations to deny Infantino a majority. The math is unforgiving: 106 votes are needed to win, and Infantino’s grip on key confederations—particularly Concacaf and the Asian Football Confederation—remains strong. Montagliani’s candidacy, if confirmed, would need to fracture that bloc without triggering a backlash from Infantino’s allies.

The timing is critical. Infantino’s re-election campaign will unfold against the backdrop of next year’s Club World Cup in the United States, a tournament Fifa has positioned as a commercial triumph but one that Uefa views with skepticism. European clubs and federations have long resisted Fifa’s expansionist agenda, and a weakened Infantino would embolden critics within Uefa’s ranks. Yet the path to victory is narrow. Even if Uefa secures a unity candidate, the coalition could splinter under pressure from Infantino’s patronage networks, which have deepened over years of financial incentives and political alliances.

Tactical clarity amid fractured football politics

The boycott’s collapse exposed the limits of Uefa’s leverage. While Fifa’s concessions were real, they were also narrow: the FFE’s abandonment does not address broader governance concerns, such as transparency in World Cup bidding or the independence of refereeing committees. Uefa’s leadership has framed the retreat as a tactical pause, but the underlying conflict—between European football’s institutional resistance and Fifa’s centralising ambitions—remains unresolved. The Under-20 Women’s World Cup will proceed as planned, but the tournament’s symbolic value now pales beside the high-stakes power struggle in Zurich.

Uefa’s next move will be decisive. By Thursday, the organisation will have removed the immediate obstacle to competition participation, but it will also have signalled its intent to dismantle Infantino’s presidency. The question is whether Europe’s football leaders can build a coalition broad enough to challenge him—or whether Infantino’s network of allies will outlast the opposition. One thing is certain: the era of quiet accommodation is over. Uefa has drawn its line in the sand, and the fight for Fifa’s future will be fought in the voting booth, not the boardroom.
